The Singapore Government, in collaboration with the International Civil Aviation Organization (ICAO), is delighted to announce the commencement of the Developing Countries Training Programme (DCTP) for the year 2023/2024. This program is designed to empower individuals from developing countries with the knowledge and skills needed in the field of civil aviation.
Program Overview
The DCTP, administered by ICAO and generously sponsored by the Singapore Government, has been extended for three years, running from April 2022 to March 2025. During this period, a total of 330 Fellowships and 10 Scholarships will be offered to eligible candidates for training at the Singapore Aviation Academy (SAA).
In the upcoming financial year, spanning April 2023 to March 2024, a significant opportunity arises, as 110 Fellowships and 5 Scholarships are made available under the DCTP for in-person courses conducted by SAA. The courses cover a wide array of topics relevant to civil aviation, and detailed information, including the terms and conditions of these Fellowships and Scholarships, can be found in Attachment A. Applicants are encouraged to regularly visit the Fellowships page on the SAA’s website for updates (https://caas.gov.sg/saa/fellowships).
It is important to note that while ICAO oversees this program, certain aspects of course content and delivery fall under the sole responsibility of the Government of Singapore.

Notification of Selection
States that submit candidates will receive notification of the selection results approximately three weeks before the commencement of the course.
